The constitution provides that there shall be a Council of Ministers with Chief Minister as the head. Actually chief minister is the real executive head of the state.
Appointment of Chief Minister– Governor appoints the Chief Minister and other ministers are also appointed by the Governor on the advice of Chief Minister. The Chief Minister should be a member of either house of the state legislature or Vidhan Parishad. He should be of 25 years of age or more.
Duties and Power of Chief Minister – The Chief Minister holds the pivotal position in the working of the state government. He had enormous power and vast duties, which are discussed below –
- The Chief Minister is the leader of the State Legislative Assembly. All principal announcements of policy are made by him.
- He is link between the Council of Ministers and the Governor. He communicates to Governor all the decisions of Council of Ministers or Cabinet Ministers.
- The session of house are summoned and prorogued by the Governor on the advice of the Chief Minister.
- Chief Minister may ask any of his collegue miniisters to resign.
- Assigning of departments or portfolios to the ministers is done by the Governor on the advice of Chief Minister.
- Chief Minister coordinates the working of different departments.
- Chief Minister presides over the meeting of his cabinet as chairman.
- Chief Minister also sack their miinisters if they perform not well.
- The Governor appoints only those ministers who are recommended and chosen by chief minister.
Thus, Chief has all powers and duties as real executive head of State.
